President of Ukraine Volodymyr Zelensky said this while speaking with media representatives in Belgrade, according to an Ukrinform correspondent.
Zelensky expressed his gratitude to the leaders who, despite the difficulties, had found an opportunity to support Ukraine with €90 billion in EU assistance. He said that this support was a matter of survival for Ukraine and stressed that it was important to receive the funds and ensure that as much of the money as possible was used in Ukraine. According to Zelensky, Ukraine was at war, and the defense and combat tools produced in the country were cheaper than those produced elsewhere. He emphasized that Ukraine had to make the most effective use of every penny.

He stressed that Ukraine did not have and would not have the same amount of funds that Russia was using for the war. He added that Ukraine had the resources it needed thanks to assistance from Europe and other countries.
Zelensky also called on Ukraine's partners to strengthen sanctions against Russia in order to pressure it to end the war.
He said that Ukraine was grateful for all 21 packages of sanctions, but considered them insufficient. He explained that Ukraine's most important priority was protection against ballistic missiles, while hundreds and thousands of components used in Russian ballistic missiles were coming from different countries across almost every continent, including from Ukraine's close partners. According to Zelensky, these components were later used in missiles that struck Ukrainian civilians, including children, as well as soldiers. Therefore, he stressed that sanctions on Russian weapons and the supply of such components should be a priority.
He also emphasized the need to impose restrictions on Russia's energy sector, arguing that Russia was spending hundreds of billions of dollars from this sector on the war.
As reported by Ukrinform, investment in Ukrainian defense technology amounted to $105 million in 2025, with the largest amounts invested in unmanned systems and autonomous technologies.
