ILOILO CITY, Philippines — More than 500 passengers and scores of vehicles and vessels were stranded at ports across four regions early Sunday, August 9, as rough sea conditions brought by the southwest monsoon, or habagat, intensified by Typhoon Dolphin continued to disrupt maritime travel. The Philippine Coast Guard (PCG), in its maritime safety advisory covering midnight to 4 a.m., reported that 543 passengers, truck drivers and cargo helpers were stranded at 28 affected ports in Western Visayas, Bicol, Southern Tagalog and Central Visayas.
