MANILA, Philippines — The southwest monsoon, intensified by Tropical Depression Luis and Tropical Storm Maymay, left a trail of death and destruction after inundating most of Luzon for over a week. Luis made landfall in Isabela and weakened into a low-pressure area on Aug. 3, while Maymay made landfall in Ilocos Sur on Aug. 6 before dissipating the next day.
