MANILA, Philippines — Patricia Chua has just graduated — cum laude — from National Teachers College with a Bachelor of Science in Tourism Management, despite financial hardship, becoming the first person in her family to earn a college degree. It took a lot of sacrifice from her family, which by itself would have made the achievement much harder. Fortunately, the Philippine Charity Sweepstakes Office (PCSO) gave her some educational assistance.
