Cyclist injured in LTO-7 patrol vehicle incident

MANDAUE CITY, Cebu — A cyclist was injured after being caught in the path of a patrol vehicle of the Land Transportation Office in Central Visayas (LTO-7) along A. Soriano St. in Barangay Centro, Mandaue City, on Wednesday afternoon, Aug. 12.

LTO-7 Legal Officer Atty. Vincent Santiago, in a phone interview with the media on Thursday, Aug. 13, said the patrol vehicles were coming from an inspection operation and were on their way to deliver impounded vehicles.

According to Santiago, the patrol vehicles were making a right turn at an intersection designated as a “turn right anytime with care” area.

The first patrol vehicle, a Nissan Navara, had already made the turn when the second vehicle, a Toyota Innova, followed. Santiago said the patrol vehicles had their blinkers and warning signals activated as they made the turn.

Santiago said the injured cyclist was ahead of the Innova when another cyclist attempted to overtake him on the right side. The cyclist being overtaken fell and ended up in the path of the Innova.

“Nakablinker man ni sila (patrol car) unya ni-signal pa gyud sila kanang wangwang ba…. Kini’ng usa ka rider nagdali-dali, iyaha’ng gi-overtaken ang victim nga nag-una, unya pagkatumba gud ani, adto man natumba sa atubangan na gyud sa Innova, blind spot. Pagtunob sa clutch, gasolinador, didto naligiran,” said Santiago.

(The patrol car had its blinker on and also activated its siren. One rider was in a hurry and was overtaking the victim who was ahead. When the victim fell, he fell directly in front of the Innova, in its blind spot. When the driver stepped on the clutch and accelerator, the cyclist was run over.)

The cyclist was immediately brought to a hospital by emergency responders and LTO-7 personnel.

Santiago said the cyclist sustained scratches and a wound on one ear but did not suffer any broken bones. The other cyclist involved in the incident was not injured.

Santiago said the parties later agreed to enter into a compromise agreement, which was scheduled to be signed at the Mandaue City Police Office Traffic Enforcement Unit.
