SAN ILDEFONSO, Ilocos Sur, Philippines—Ilocos Region police arrested 74 people in anti-illegal drug and manhunt operations from Aug. 8 to 14, even as police units responded to flooding and other impacts of the southwest monsoon, or habagat.
