Sara Duterte files another perjury complaint vs Ramil Madriaga

MANILA, Philippines — Vice President Sara Duterte filed a second perjury complaint against her former aide Ramil Madriaga before the Taguig City Prosecutor's Office on Monday, August 17, accusing him of making false statements in a supplemental affidavit he executed in April.

Duterte personally appeared before the prosecutor's office to file the complaint, which was brought under Article 183 of the Revised Penal Code, according to her lawyer, Paolo Panelo Jr.

The filing came as the Senate impeachment court held the 16th day of Duterte's impeachment trial.

Panelo said the latest complaint concerns alleged falsehoods in Madriaga's supplemental affidavit dated April 11, 2026.

Under Article 183 of the Revised Penal Code, as amended by Republic Act 11594, perjury covers knowingly making an untruthful statement under oath or in an affidavit on a material matter before a person authorized to administer an oath.

"This exhaustive effort was technically unnecessary given the absurd and unverifiable nature of Madriaga's claims, and the fact that the details and few 'evidence' he supplied immediately and publicly collapsed under the slightest scrutiny," Panelo said.

Panelo said the approximately 1,000-page complaint includes sworn statements from Duterte and 12 corroborating witnesses, as well as government certifications, official documents, contemporaneous messages, photographs and public records.

"It had to be done to ensure that Madriaga is held accountable under the law, and to unmask the malicious, baseless, and desperate character of the impeachment effort against the Vice President and of those behind it," he added.

First complaint. Duterte first filed a perjury complaint against Madriaga on March 4, also before the Taguig City Prosecutor's Office.

The first complaint involved statements by Madriaga linking Duterte to alleged illegal campaign funding and cash deliveries.

Madriaga, who has described himself as a former aide and bagman of Duterte, alleged that drug dealers and Philippine offshore gaming operators funded a campaign supporting her presidential bid.

Duterte has denied Madriaga's allegations.

Madriaga's April 11 supplemental affidavit, which is the subject of the latest complaint, was presented during House impeachment proceedings in April. In his statements to lawmakers, Madriaga made additional allegations about financial and political operations he claimed to have carried out for Duterte and her associates.

Duterte's camp has rejected his claims as false.
