This was reported by the State Tax Service, according to Ukrinform.

“As early as the beginning of 2026, State Tax Service employees identified currency exchange offices in the capital that were conducting currency purchase and sale transactions without properly using cash registers or electronic cash registers. Instead of fiscal receipts, customers were given counterfeit receipts,” the statement reads.

Furthermore, these exchange offices were not listed by the National Bank of Ukraine in the Register of Currency Exchange Offices and, therefore, are not authorized to trade in foreign currency in cash.

During tax audits, instances were also documented of these exchange offices selling fuel vouchers from well-known gas station chains for cash without recording such transactions.

As a result of the inspections, the operators faced administrative and financial penalties and ceased operations.

However, the currency exchange offices resumed their illegal activities this summer. In response, tax authorities conducted another series of on-site inspections of the locations, which confirmed the previously identified violations. Based on the results of the tax audits, violators are expected to face substantial financial penalties.

A pre-trial investigation by BEB detectives is also underway to establish the circumstances and identify those involved in order to bring them to criminal liability.

As reported by Ukrinform, during 2025, the State Tax Service conducted approximately 200 on-site inspections of currency exchange offices. Fines totaling over 58 million hryvnias were assessed for the violations identified.
