According to Ukrinform, the corresponding decree No. 728/2026 has been published on the website of the President of Ukraine.

“To appoint Serhii Naumenko as First Deputy Secretary of the National Security and Defense Council of Ukraine,” the document states.

By Decree No. 727/2026, the President dismissed Yevhen Ostrianskyi from this position.

NSDC Secretary Ihor Klymenko noted on Telegram that he knows Serhii Naumenko well from their time working together in the Ministry of Internal Affairs.

“He is a professional officer with combat experience who knows how to take responsibility and work toward results. We have many joint tasks ahead of us. First and foremost, these include strengthening coordination in the security and defense sector, developing technological capabilities, and working on the solutions the state needs today,” Klymenko said.

Serhii Naumenko is a police colonel who has served as Ukraine’s Deputy Minister of Internal Affairs since September 2025. Prior to that, he oversaw aviation security at the Ministry of Internal Affairs. In 2022, he led drone reconnaissance operations on the front lines. He was wounded during an artillery attack in Rubizhne. He has been awarded the Order of Bohdan Khmelnytsky, 3rd Class.

As previously reported, on August 3, President Volodymyr Zelensky appointed Ihor Klymenko as Secretary of the National Security and Defense Council.
