A U.S. delegation led by Kellogg inspected the aftermath of Russian attacks on the infrastructure of the Odesa Commercial Sea Port.

The U.S. side was briefed on the operation of Ukrainian seaports during the full-scale war, the scale of damage inflicted by Russia, and measures being taken to maintain the stable operation of port infrastructure.

Particular attention during the working meeting was paid to the safety of navigation and the functioning of Ukraine’s maritime corridor.

“It is important for us that our American partners can see firsthand the conditions in which Ukrainian ports are operating today [...] Our task, together with our partners, is to strengthen the protection of ports, support safe navigation and ensure the resilience of Ukrainian logistics,” Deputy Minister Serhii Derkach said.

The participants also discussed the further restoration and development of port infrastructure, strengthening the resilience of export routes, and opportunities to involve international partners and private capital in infrastructure projects.

“Russian attacks on port infrastructure are a blow not only to Ukrainian exports but also to the stability of global food markets. Therefore, it is important for us, together with our international partners, to ensure the continuity of exports and preserve Ukrainian producers’ access to global markets,” said Taras Vysotskyi, Minister of Agrarian Policy and Food.

Economic and investment cooperation with the United States was another focus of the meeting. Ukraine is interested in attracting U.S. companies to specific public-private partnership projects in transport and municipal infrastructure. Priorities include concession projects at the port of Chornomorsk, the development of road and railway infrastructure, and water supply projects.

The involvement of U.S. businesses is seen as important not only in terms of investment but also as technological and operational partners.

The meeting also discussed opportunities for cooperation through the U.S.-Ukraine Reconstruction Investment Fund, established under the economic agreement between Ukraine and the United States.

For the Ministry of Infrastructure, the fund could become one of the instruments for attracting investment in transport and logistics. This includes developing a joint portfolio of infrastructure projects involving U.S. companies, financial institutions and technology providers.

As reported, Ukraine exported only 20% of its potential grain export volume in August due to logistics problems. The sharpest decline affected grain exports, which totaled 522,000 tons. Exports also included 63,000 tons of oilseeds, 128,000 tons of vegetable oils and 86,000 tons of meal.
