BACOLOD CITY–The Department of Social Welfare and Development (DSWD) is targeting an initial P113.5 million in emergency cash transfers for over 11,000 farmers whose farms were affected by the red-striped soft scale insect (RSSI) infestation across the Negros Island Region (NIR).
