119 police personnel in Central Visayas receive promotions
CEBU CITY, Philippines — A total of 119 police personnel from the Police Regional Office in Central Visayas (PRO-7) formally assumed higher ranks during a simultaneous oath-taking, donning, and pinning ceremony held at Camp Sergio Osmeña Sr. in Cebu City on Wednesday, July 29.
The ceremony was conducted as part of the First Cycle Calendar Year 2026 Second-Level Uniformed Personnel Regular Promotion Program and was presided over by Police Brigadier General Isagani A. Fetizanan, Deputy Regional Director for Administration, who administered the oath and led the donning and pinning of ranks.
PRO-7 newly promoted personnel
According to PRO-7, the 119 newly promoted personnel include the following:
- 25 Police Captains promoted to Police Majors
- 11 Police Lieutenants promoted to Police Captains
- 10 Police Executive Master Sergeants promoted to Police Lieutenants
- Two Police Chief Master Sergeants promoted to Police Executive Master Sergeants
- Seven Police Senior Master Sergeants promoted to Police Chief Master Sergeants
- Eight Police Master Sergeants promoted to Police Senior Master Sergeants
- 11 Police Staff Sergeants promoted to Police Master Sergeants
- 20 Police Corporals promoted to Police Staff Sergeants
- 25 Patrolmen promoted to Police Corporals
Higher rank, greater responsibility
In his message during the ceremony, Fetizanan said promotions in the police service come with greater responsibilities and accountability alongside higher rank.
“The higher the rank, the greater the responsibility; the greater the authority, the deeper the accountability,” he said.
He told the newly promoted personnel that their advancement should also reflect a continued commitment to professionalism, integrity, humility, and ethical leadership as they carry out their duties.
Fetizanan also said each promotion represents the trust placed in police officers by both the organization and the public, adding that leadership should be measured by integrity, humility, and the ability to make decisions that uphold justice.
“Every new insignia placed upon your shoulders represents the trust bestowed upon you by the organization and the people you have sworn to serve. True leadership is not measured by authority, but by integrity, humility, and the courage to make decisions that uphold justice and inspire others,” he said.
He also challenged the promotees to demonstrate through their performance that they are deserving of their new ranks.
“As you begin this new chapter, let your promotion be more than a milestone; it should be your promise to become an even better public servant. Lead with integrity, serve with humility, and inspire those who look to you for guidance. Remember that every promotion is not the end of a journey, but the beginning of a greater mission,” Fetizanan added.
Concluding his remarks, the PRO-7 official urged the newly promoted personnel to view their advancement as a responsibility rather than simply an honor.
“Do not ask what your new rank gives you. Ask what your new rank demands of you. Every promotion is not merely an honor to receive, but a responsibility to fulfill,” he said.
The promotion ceremony marked the formal assumption of higher ranks by the 119 police personnel under PRO-7’s regular promotion program for the first cycle of 2026.
