PROSPERIDAD, Agusan del Sur — Some 109 former New People’s Army (NPA) members in Agusan del Sur and Surigao del Sur provinces received Safe Conduct Passes (SCPs) on Friday, July 31, giving them protection from arrest while their applications for government amnesty are being processed.
