Ukrainian Foreign Minister Andrii Sybiha accused Russia of committing a war crime after footage of a drone attack on a civilian was released.

The video, which was released by Ukrainian authorities, shows a drone chasing down a street vendor in the city of Kherson in southern Ukraine.

The 52-year-old man can be seen desperately running around the van, as the drone stalks him slowly. Eventually, the drone dives towards the man suddenly and detonates.

The explosion leaves behind a large cloud of smoke, as the footage ends.

The man survived, Ukrainian police say, although he has been left with shrapnel injuries, a concussion and blast injuries.

In a post uploaded to X on Tuesday, Sybiha accused Russia of trying to intimidate civilians.

“This barbaric Russian war crime in Kherson demands international condemnation and justice, but thousands of similar crimes never come to the public eye," he said.

Sybiha also branded the drone’s pilot as a “sadist,” and accused them of knowing that they were targeting a civilian.

“A lasting peace requires comprehensive justice for such horrific crimes, a powerful defense and deterrence package for Ukraine, and reliable, guaranteed security for our people,” Sybiha concluded.

The U.N. Human Rights Monitoring Mission in Ukraine said in July that it had recorded around 1,396 civilian deaths in the first six months of 2026, as well as 7,978 injuries. That marks a 37 percent increase from 2025 and more than doubles records from 2024.

Intensifying long-range missile and drone strikes targeting urban centres by Russia drove the surge in civilian casualties, the U.N. group said.

Regional governor Oleh Hryhorov confirmed on X that an elderly woman and two children were killed overnight in Sumy during Russian guided bomb strikes.

However, Russia has also claimed that Ukraine has caused civilian casualties with drones and long-range missiles.

On Monday, Russia accused Ukraine of terrorism after a debris from a drone fell onto a crowded beach in Gelendzhik, a Black Sea holiday resort.

In a Telegram post viewed by NBC News, Veniamin Kondratyev, the governor of the Krasnodar region, described the attack as a “deliberate strike” against civilians by Kyiv. According to him, seven people were killed in the incident.

Andriy Kovalenko, the head of the Ukrainian government’s Center for Countering Disinformation, blamed the incident on Russia.

“This was the work of Russian air defense forces, which shot down the drone over a beach full of vacationers,” he told CNN.

Both countries, which have been at war since Russia invaded Ukraine in February 2022, have denied targeting civilians.
