BAGUIO CITY— A developer wants to build a ₱400-million hotel in Benguet’s vegetable-growing town of Atok, stirring debate among residents. But some warn that the hotel could threaten community-run tourism enterprises as local officials insist the project must first undergo public consultations and the Free, Prior and Informed Consent (FPIC) process before any decision is made.
