CALAPAN CITY, Oriental Mindoro — The monsoon has stranded 359 passengers, truck drivers and cargo helpers in several ports as of Monday, the Philippine Coast Guard said. In its maritime safety monitoring report covering 8 a.m. to noon on Aug. 10, the PCG said 23 ports in Western Visayas, Bicol, Southern Tagalog and Central Visayas were affected by the weather disturbance.
