Bihar Police has arrested an individual pretending to be an IAS officer who claimed to be an undercover agent of India’s National Security Advisor (NSA), Ajit Doval. He was arrested by the Khagaria police on August 9, 2026, under the jurisdiction of Gogri Police Station.

The accused was arrested after Khagaria police, along with the District Investigation Unit (DIU) conducted a raid at his luxury residence located in Jamalpur Bazar for nearly eight hours.

During the raids, police recovered two luxury cars, including a driverless Tesla displaying the Government of India signboards. The police also recovered 31 litres of foreign liquor of 29 brands like Hibiki Suntory Whisky, Talisker Dark Storm, Glenfiddich single malt, Indri and many other brands. Nine litres of beer were also recovered.

According to the police, the fake IAS officer Manish Gupta possesses assets worth over ₹100 crore. The bungalow he occupied in Khagaria also has a swimming pool and a private theatre. More than 25 CCTV cameras were installed for monitoring.

Authorities also recovered six Apple mobile phones, two Apple laptops, a 4TB hard disk, 20 credit cards of different banks, eight debit cards, and four cheque books.

Khagaria Superintendent of Police (SP) Bhanu Pratap Singh said, “Police received a tip-off that Manish Gupta, a resident of Jamalpur [under Gogri Police Station limits], was defrauding people and creating an atmosphere of fear and intimidation. He allegedly did this by displaying a “Government of India” signboard on his private vehicle and posing as an IAS officer.”

He further said, “Acting on this information, Khagaria Police conducted a raid. During questioning, the individual identified himself as Manish Kumar [alias Manish Kumar Gupta], son of Parmeshwar Gupta. He displayed an ID card on his mobile phone identifying him as “Manish Kumar, Central Vigilance Commission” and claimed to be an undercover agent for India’s National Security Advisor, Ajit Doval; verification revealed these claims to be prima facie fake. He has been formally arrested, and further legal action is underway.”

A case has been lodged against him under various sections of Bharatiya Nyaya Sanhita(BNS) at Gogri Police Station. The section includes 212, 213, 318(2), 340(2), 336(3) and 319(2). Police have also registered a case under sections 39/49 of the Wildlife Protection Act, 1972, as animal horns of Swamp Deer (Barasingha) were also recovered from his house.

A separate case under section 30(a) of the Bihar Prohibition and Excise Act, 2016 has also been registered against him.

“We will also take the help of the Economic Offences Unit (EOU) to evaluate his total assets because it is not only a matter of financial fraud. Whatever assets he has generated must have been obtained through threats, fraud, or corruption. We are also getting the information that he has property not only in Bihar but other states as well, including abroad,” Mr. Singh said.

The team that conducted the raids included Sub-Divisional Police Officer (SDPO), Gogri, Chandan Kumar; Police Inspector-cum-Station House Officer (SHO), Arvind Kumar; Sub-Inspector (SI), Avanti Kumari; and Sub-Inspector (SI), Dinesh Kumar, along with armed forces.
