TUGUEGARAO CITY- The body of a 13-year-old boy, the second of two drowning victims, was retrieved from the churning waters of the Cagayan River on Tuesday afternoon, according to rescuers from Enrile town. Gian Agpalasin, 13, and his friend, Jhony Baquiran, also 13, drowned when they swam and dove into the river with six other companions on Monday.
