He said this in an interview with Ukrinform.
“If the war stops and I hope it will, because we have already talked about a mutually hurting stalemate it will most likely end with a ceasefire rather than a peace treaty. That is a very important distinction. I think it is unlikely that, after everything that has happened, Russia and Ukraine will be able to conclude a comprehensive peace treaty. The best we can hope for is a durable ceasefire,” he said.
According to Serry, “if we look at historical examples, major wars have often ended with ceasefires rather than peace treaties, as in the case of North and South Korea or India and Pakistan. I find the example of India and Pakistan particularly interesting, where a non-aggression agreement was concluded after the war. I think such a non-aggression agreement would also be very important for Ukraine if it seeks EU membership and, in the future, perhaps NATO membership. These organizations cannot admit a state that reserves the right to resume the war. So this would have to include a commitment to resolve territorial disputes exclusively through peaceful means.”
At the same time, he warned against repeating the Minsk agreements.
“This should not become another Minsk. Under the Minsk agreements, Ukraine was expected to make unilateral concessions, amend its Constitution and take other steps. I very much hope that the war will not end with a repetition of the Minsk scenario. Instead, what is needed is a ceasefire that can be properly monitored and verified. One of the main lessons of Minsk for me is that a weak monitoring mechanism makes any ceasefire fragile. So, any future ceasefire regime must be genuinely robust and reliable. After that, the war stops. And I am less pessimistic than some others about the possibility that Russia would sooner or later start another war. But there is one condition: Ukraine, and its armed forces, must remain strong. That is something that cannot be lost,” he said.

As reported by Ukrinform, President Volodymyr Zelensky said that Ukraine has a joint plan with its partners to end the war.
