According to Ukrinform, he said this in his nightly video address.

"Today, I also signed decrees on new sanctions – several packages. They target Russia's military-industrial complex and individuals who have in one way or another become part of the Russian way of life and maintain ties with that state despite even this war. These include collaborators in the temporarily occupied territories of Ukraine, as well as former Ukrainian figures who are now somewhere in Europe but whose documents, ties and hearts remain in Russia," Zelensky said.
