The Center for Countering Disinformation (CCD) at Ukraine's National Security and Defense Council reported this on Telegram, according to Ukrinform.

"The Russian Foreign Ministry has claimed that observers from 55 countries are allegedly ready to come to the illegal State Duma elections in September 2026. At the same time, the Central Election Commission of the aggressor state anticipates the participation of 'foreign observers' in pseudo-elections in the temporarily occupied territories of Ukraine. In reality, no reputable international election monitoring organization is participating in this show," the CCD said.

Instead, the Kremlin, as it did during previous "elections" and pseudo-referendums, is bringing in foreign nationals who are loyal to Russia, whose sole task is to tell propaganda cameras about the "democratic and transparent" nature of the voting, the CCD said.

The CCD considers claims about the participation of "international observers" to be another Kremlin propaganda ploy aimed at legitimizing the farce that Russia calls an election.

"Any attempts by the occupiers to hold 'elections' in the temporarily occupied territories are legally null and void, and their results are illegitimate. Nothing can change the fact that this voting is taking place under occupation, effectively at gunpoint, while the so-called 'foreign observers' are merely extras in a Kremlin production," the CCD said.
