See recordsThe Election Commission of India (ECI) initiated the third phase of the Special Intensive Revision (SIR) of electoral rolls in 16 States and three Union Territories on May 14, 2026. Manipur, Odisha, Mizoram and Sikkim completed the enumeration phase first and released the draft SIR rolls on July 5, 2026, as per schedule. The Hindu analysed the full list of 1,58,677 names deleted from the rolls during the enumeration phase in Manipur, which has remained in turmoil ever since violence broke out along ethnic lines in May 2023.

The analysis found that the 19 Assembly constituencies reserved for Scheduled Tribes, which are predominantly home to the Kuki-Zo and Naga communities, saw a disproportionately higher number of deletions. After releasing the draft rolls, the office of the Chief Electoral Officer (CEO) of Manipur, in a statement, said that âgenuine electorsâ can still be added back to the rolls during the ongoing "Claims and Objections" phase of the SIR by submitting Form 6 (for enrolment as a new voter), along with the declaration form mandated by the ECI, no later than August 4, 2026. The CEO, Manipur, has published the constituency-wise and booth-wise list of deleted names on its website. One can either search using their EPIC number or download the list by choosing their booth from among the 3,041 polling stations spread across 60 constituencies. This second option, in particular, could prove difficult, since the booth rationalisation exercise carried out during the enumeration phase has resulted in the reorganisation of polling stations in many places.
