According to Ukrinform, Prosecutor General Ruslan Kravchenko announced this on Telegram.

"Russia has once again launched a missile strike on the Kyiv region. Ten people have been killed, and around 100 others have sustained injuries of varying severity. The information is being updated," Kravchenko said.

The Office of the Prosecutor General has launched a criminal investigation into the war crime under Article 438 of Ukraine's Criminal Code and is overseeing the pre-trial investigation.

At the same time, criminal proceedings have been initiated under Part 3 of Article 367 of the Criminal Code over the possible negligent performance of official duties in the organization and conduct of the event, which resulted in fatalities and other grave consequences.

Kravchenko stressed that war does not absolve officials of responsibility for managerial decisions. On the contrary, it requires the highest level of professionalism, caution, and awareness of every decision.

"The investigation will determine who decided to hold the event, who approved its location, timing, and format, what security measures were planned, and whether the risks under martial law were properly assessed," Kravchenko said.

According to acting head of the Kyiv Regional Military Administration Ruslan Oliinyk, Russian forces launched a missile strike on the Bucha district of the Kyiv region, preliminarily targeting the grounds of a private training facility where an event was taking place.

"Today, Russia launched a ballistic missile strike on the territory of the Kyiv region. The Bucha district was hit the hardest. The enemy attack caused fatalities and injuries," the statement reads.

Emergency services and other operational agencies are working at the strike sites, while efforts to deal with the aftermath of the attack are ongoing.

The Ukrainian Council of Arms Manufacturers confirmed that the missile strike hit a location where representatives of Ukraine's defense industry were present.

"Today, the Kyiv region came under an enemy missile strike targeting a location where representatives of the Ukrainian defense industry were gathered. Sadly, there are fatalities and injuries. We extend our sincere condolences to the families and loved ones of those killed and wish a speedy recovery to the wounded," the Council said in a statement.

The organization emphasized that the exact location of the participants had not been publicly disclosed and that the competent authorities are investigating the circumstances of the strike.

It also noted that the Council's team was not involved in organizing the event but remains in contact with colleagues and is providing the necessary support.

Meanwhile, Serhii "Flash" Beskrestnov, a freelance adviser to the President, said he had not attended the event because he was aware of the potential risks associated with such gatherings.

"Dozens, if not hundreds, of such events are held. When I see risks, I don't go to the training ground. The risks that keep me away include the lack of shelters, public announcements on the internet, a huge number of participants, being within the range of ballistic missiles, and announcing the venue too far in advance," Flash said.

As reported by Ukrinform, Russian forces launched a ballistic missile strike on the Kyiv region earlier on Friday. Initial reports indicated that six people had been killed.
