LEGAZPI CITY — At least 356 passengers were stranded at ports across the Bicol Region on Saturday (Aug. 1) after sea travel was suspended due to Tropical Depression Luis. Commodore Rolanda Lorenzana, commander of the Philippine Coast Guard (PCG) Coast Guard District Bicol, told the Inquirer that the bulk of the stranded travelers—350 passengers, 30 rolling cargoes, and five vessels—were at the Port of Tabaco in Albay.
