MANILA, Philippines — Three former supporters of the Abu Sayyaf Group, bearing 18 high-powered firearms, voluntarily surrendered to the Philippine Army in Basilan, facilitated by reservist Brig. Gen. Michael “Mikee” Romero, a former House deputy speaker, and officers of the Association of Reservists and Reservist Administrators of the Philippines (ARRAPI).
