MANILA, Philippines — Tropical Depression Luis has maintained its strength while moving north-northwestward over the sea east of Isabela province, according to the state weather bureau on Monday morning. In its 2 p.m. weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said Luis—which was last located over the coastal waters of Palanan, Isabela—is still carrying a maximum sustained wind speed of 45 kilometers per hour (kph) near the center and gustiness of up to 60 kph.
