TARLAC CITY– Military checkpoints put up at the Crow Valley Gunnery Range have been disrupting Capas activities and causing friction with residents, Capas Mayor Roseller Rodriguez said on Tuesday.

The mayor urged the commander of Col. Ernesto Ravina Airbase to heed public clamor against restrictions that have upended the lives of Barangay Sta. Juliana residents.

Sta Juliana lies within the Crow Valley reservation. The place is also a passageway to the Mt. Pinatubo crater lake.

“What we are asking for is for the military to review its policies, which have become unreasonable and affect people’s lives here. Even delivery riders are not allowed inside, and public services are crippled. The military acts as if they do not work with the government,” Rodriguez said in Filipino.

Rodriguez said the military checkpoint even asked for his driver’s identification card and for his credentials as a government official when he was about to officiate a civil wedding in the area last week.

He said the municipal civil register was conducting a birth registration survey but was denied entry. The office was unable to proceed with validating Aetas for the government’s conditional cash transfer program because Municipal Social Welfare and Development staff were not allowed to enter Crow Valley. They instead conducted the validation outside the military checkpoint.

Also last week, the principal of Sta. Juliana High School had to sign a Memorandum of Agreement with a civil society group at a road outside Crow Valley because they were also denied entry by a military checkpoint, Rodriguez said.

Airbase officials have not issued a response.

The mayor said he had complained to the Air Installation and Base Development Command (AIBD) and expects a dialogue to resolve Capas’ complaint./coa
