PSA: Digital civil registry documents now valid

CEBU CITY, Philippines — The Philippine Statistics Authority (PSA) has expanded access to civil registry documents through its digitally signed e-Certificate, offering Filipinos a legally valid electronic version of birth, marriage, death, and other civil registry records that supports faster and more convenient transactions.

The PSA said the e-Certificate carries the same legal validity as civil registry documents printed on security paper, allowing individuals to use the digital copy for government services, school admissions, employment applications, and other official transactions.

Issued and digitally signed by the PSA, the e-Certificate is part of the agency’s continuing push to modernize public services and expand access to secure digital government documents.

Same legal validity

According to the PSA, the e-Certificate contains the same official information found in traditional PSA-issued civil registry documents and carries the same legal effect as copies printed on security paper.

The agency said the digital document incorporates security features and a digital signature to help protect its authenticity and integrity during electronic transactions.

Individuals may present the document when applying for government programs, enrolling in schools, seeking employment, or completing other transactions that require PSA-issued civil registry records.

Supports digital government services

The PSA encouraged government offices, private institutions, employers, schools, and other organizations to recognize and accept the e-Certificate as a valid civil registry document.

The agency said wider acceptance of digitally signed documents can help streamline transactions, improve accessibility, and strengthen confidence in secure digital public services.

The initiative also aligns with ongoing efforts to promote paperless transactions and make government services more efficient and accessible for the public.

Applicants may request a PSA e-Certificate through the PSA’s official online document request platform, PSAHelpline.ph, where eligible civil registry documents are available in digital format.
